Farm Advisory System (FAS) - Animal welfare

As part of the cross-compliance conditions, the Member States have established a Farm Advisory System (FAS) in order to help farmers to satisfy such conditions and enable them to grow their business. In Wallonia, the FAS is a completely independent control label. It functions as a mixed (public and private) system. The Administration is represented via the Development and Extension Executive and associated with private experts. The system takes a personalised approach to each individual farm.

On a voluntary basis, any farmer can thus approach the FAS to obtain an expert evaluation of his farm. One of the objectives of the advisory system is to verify that the organisation and the functioning of the farm satisfy the cross-compliance conditions.
The Agri-Development Department is registered as a partner organisation in the context of the FAS. It has been appointed to advise farmers in the area of "Animal welfare" (D4), in relation in particular to the following:

  • D4A20E1: Farms conforming to the requirements relating to the rearing of other domestic farm animals;
  • D4A21E1: Farms conforming to the requirements relating to the farming of veal calves.

Advice and pre-audits for the implementation of self-regulation and the Integrated Management of Quality Processes (GIQF) standard

Following the Royal Decree of 14 November 2003 relating to self checking, obligatory notification and traceability in the food chain, all operators must establish a system of self checking, for the safety of foodstuffs, covering the safety of their products.
Foodstuffs are defined in this context as any product, processed, partially processed or unprocessed, designed to be ingested or reasonably likely to be ingested by human beings.

In this context, the Agri-Development Department offers an advisory service on self checking. We can thus provide support, to farmers and entrepreneurs who would like it, while they implement their system of self-regulation/GIQF particularly by performing a pre-audit if they intend to seek authorisation from a certification body.
